Both is better, but the conditioner does more toning work than the shampoo. If you were choosing just one, the conditioner wins on pigment concentration and conditioning benefit. That said, the system is designed to work together — the wash cleanses and adds an initial toning layer, the conditioner builds on that and adds moisture.
